An Independent Expert Hub for Emerging Technology Law
The Center for Law and Emerging Technologies (CPNT) supports the advancement of research and contributes to public policy initiatives. Its mission is to create an independent expert hub focused on technology law and the practical implementation of innovative products and solutions.
Operating within the Faculty of Law and Administration at the University of Warsaw, CPNT serves as a platform for collaboration between academia, the private sector, and public institutions, enabling the exchange of knowledge and expertise.
CPNT fosters a unique ecosystem built around conferences, seminars, and industry events that facilitate knowledge sharing and strengthen connections among key market stakeholders.
CPNT also conducts educational activities aimed primarily at enhancing the qualifications of professionals operating across various sectors. The Center follows a hybrid model, combining its academic mission with project-based and advisory activities.

Prof. Adam Bosiacki, PhD, DSc
Professor of Law, Head of the Department of the History of Political and Legal Doctrines at the Faculty of Law and Administration, University of Warsaw, and Editor-in-Chief of the University of Warsaw Law Review. A distinguished legal theorist and comparative law scholar, he is the author of more than 150 publications released by leading academic institutions worldwide, including in the United States, Germany, and Japan.
His research focuses on the evolution of constitutional systems and the axiological foundations of law in the era of digital transformation. In the field of artificial intelligence, he studies legal mechanisms designed to prevent violations of fundamental rights, analyzing the impact of automation on individual rights protection standards within democratic legal systems.
He has completed research fellowships in Germany (Universities of Trier and Tübingen) and the United Kingdom (King’s College London and the London School of Economics and Political Science). For more than a decade, he has collaborated with the Hoover Institution at Stanford University.

Dariusz Wandel
An experienced Polish entrepreneur with over 40 years of business experience and a recognized expert in the development of innovative technology solutions. He has served as producer of several feature films, including “It’s Not What You Think, Darling” (2008), “Reich” (2001), “Zone of Silence” (2000), and “Krugerrands” (1999). Since 2001, he has acted as a Management Board Representative of Aster City Cable, overseeing telecommunications and cable television market consolidation initiatives in Poland.
He specializes in the strategic management of technology projects and the development of products that combine the rigorous security requirements of the financial sector with outstanding user experience. Under his leadership, Code & Pepper has established itself as a trusted technology partner delivering comprehensive solutions ranging from digital banking and payment systems to advanced investment platforms. He is widely recognized for his pragmatic approach to software development and his ability to scale engineering teams in demanding international business environments.

Karol Gajos
An experienced technology executive who has served as Chief Executive Officer of Code & Pepper since October 2024. He brings extensive expertise in strategic management, gained through leading highly complex technology initiatives. His professional philosophy emphasizes innovation, with a strong belief that technology—including artificial intelligence—should primarily address real-world user challenges while maintaining the highest standards of security and reliability.
He specializes in the strategic management of technology projects and the development of products that combine the rigorous security requirements of the financial sector with outstanding user experience. Under his leadership, Code & Pepper has strengthened its reputation as a trusted partner delivering end-to-end solutions spanning digital banking, payment systems, and sophisticated investment platforms. He is valued for his practical approach to software development and his ability to scale engineering organizations in complex international environments.

Dr. Dariusz Mańka
PhD in Law, Attorney-at-Law. His academic research focuses, among other areas, on the axiological and ideological foundations of property rights and economic systems. He advises business organizations and entrepreneurs operating in the renewable energy sector.

Dr. Małgorzata Wilińska
PhD in Law, Legal Counsel, and Assistant Professor at the Department of Logic and Legal Argumentation, Faculty of Law and Administration, University of Warsaw, and at the University of Vienna. He also lectures at the Warsaw School of Economics. His expertise lies in technology law, with a particular focus on legal informatics and the legal aspects of artificial intelligence systems. He has extensive experience advising leading research institutes, universities, and companies on AI, R&D (Research and Development), and personal data protection. His academic and professional work focuses on the regulatory challenges arising from the AI Act, as well as the commercialization of scientific research results and development work.
